Hi Nathan,
   I was out at the telescope doing just that.  It turns out there was =
indeed something partially blocking that fiber.  It was quite stubbornly =
attached, but did finally come off using the cleaning tape.  I can see =
why it didn=92t come off in previous cleanings.
