The weather prevented us from opening tonight.
Sos, apogeeql, and the hartmann actors all were not running at the start of
afternoon checkout.

  When came in, two actors: hartmann and apogeeql, were not running, restarted
them. We also noticed that running alerts actor, apo actor, and apogeeql actor
are tagged versions. SoS was not running, restarted it.
eBOSS/MaNGA collimation was checked on cartridge 12. B1 and b2 focus rings were
moved by -7 and +3 degrees (from last night's test).
