Thanks, Eric. For some reason v5_18 of astrotools was not declared current,
although it should have been. I did so and built v3_140_2 of IOP as a test
version.  Rotator rates now look sensical.  The SEGUE stripe 1260 which
failed the past few attempts now works, but both stripes I tested (1100 and
1260) take an AWFULLY long time - like a minute or more.
