The flurry of TPM watcher alarms at 03:15Z is likely due to
the channel access client portion of IOP's tpmHandler not
connecting to the requested channels due to excessive
CPU and/or network loading on sdsshost.
The ChannelArchiver running on sdsscommish experienced no problems
during that time period.
